Purchase - step by step

Once the foreign client makes his/her choice, he/she implements the following steps:

  • reserve the property online or by post and signing a preliminary contract between the buyer and our agency entrusting us with the implementation of the deal
  • in case the sale includes land, preparation of documents for registering a company
  • a preliminary Contract of Sale is signed between the Seller and the Buyer, determining the parameters and terms of the deal, including all data referring to the property, the Seller and the Buyer, period of realisation of the deal etc.
  • preparation of all necessary documentation for certifying the contract at the notary office
  • signing of the final Contract of Purchase in front of a Bulgarian notary and obtaining a title deed by the Buyer

All documentation needs to be prepared and presented in less than two weeks. The notary procedure can be implemented either in the presence of the actual buyer or through a person authorised by him/her.

Sign a preliminary contract - When you have decided on the property you want to buy but you cannot pay straight away the price you will sign a preliminary contract with the seller and give him approximately 10 % deposit of the price. The contract will be concluded between your company represented by you and the owner of the property. This is a necessary step so that the seller can prepare all the documents for the sale the plot and the valuation by the tax authorities. In the meantime you will have time to make arrangement to provide the rest of the money. The preliminary contract has to be concluded when you do not have the whole amount in cash to buy the property at the moment of seeing it.

Completion of the deal - The final stage of the purchase is signing a notary act in the presence of a notary public. All the details about the property the type, size, location, borders, property valuation, the purchase price, names of the buyer and seller- will be noted in the act. The notary act recognizes your rights as the new owner of the property. This is an official internationally recognized document.

Tax Evaluations :

The Bulgarian property system uses Notaries and a Notary Act in order to transfer the ownership of buildings and/or land.

Upon completion of the property and prior to signing the Notary Act, the local municipal council conducts a tax evaluation of each property. This valuation represents the minimum value that must be reflected on the Notary Act. It is this value that appears on the Notary Act in property transactions in Bulgaria.

Tax evaluation rates vary by municipality across Bulgaria but in general range from 25-50% of the full market value.

In order to conclude the deal for buying-selling of a real estate according to the Law, tax evaluation of the property should be showed to the Notary. This tax evaluation is given by the tax Administration in the municipal where the property is. The system of tax evaluation works when a person comes to Bulgaria in order to buy a property.

In general, if a purchaser wishes to reflect a value higher than the tax evaluation on the Notary Act, extra costs incurred as a result of this action are paid by the purchaser. These costs can include extra notary fees, municipal taxes and VAT. In particular for new build properties, a higher Notary Act price can increase the purchase price by up to 14% alone.

All property prices on www.piropcity.com are supplied by the seller of that property and are based on the local tax evaluation system for the Notary Act unless otherwise specified.

Property management

The yearly charge is Euro 10.50 per sq.ms which covers:
- maintenance and general repairs of the common parts of the building
- maintenance of the territory of the complex
- maintenance of the green area of the complex
- common parts daily cleaning
- 24 hours/7 days-year round security service
- using of the swimming pool
- maintenance of the swimming pools
- assistance ins payment of the overhead expenses forthe apartments, such as taxes, electricity, water etc.

At additional payment the following services can be provided to the owners:
- cleaning and ventilation of the apartments all year round
- repairs of the apartments
- rent-a-car
- other services, needed by the owners for their comfortable stay in complex
